Can someone please walk me through how target calling is suppose to work, ideally? I don't mean the technical aspects of it. I know that one character does a ctrl-attack and the others use the 't' key to assume that target. What I am looking for is advice on who is suppose to do the calling. Is there a standard? Is this completely group dependant and something that shouold be decided before heading out?

I have been in groups where nobody calls anything and other groups where everyone is calling everything. Neither of these tactics works very well. It seems to me that it would be best for someone like the Monk or a Ranger to do the calling, since they generally stand back a bit and get a better view of what is out there. However, what I usually see is the tanks calling things, and their standard tactic is to press 'c' target the closest enemy and then ctrl-attack. This works fine in many cases, but in other cases, there are monk-type opponents that should be taken out first.

Unless the monk is a smiter, I'd really advise against forcing the monk to call, since s/he will be 9 times out of 10 not even targeting an enemy to see what it's doing. Unless the monk is doing it on his/her own. In which case 1)S/he is really, really on top of things or 2) S/he is really not on top of things and neglecting his/her own job.

Other than that, it's pretty group-dependent. Before you go you should probably ask who wants to do the calling, just so that people have a clear idea of what's going on. Other people in a group might choose to call a specific attack/hex etc that they're using so that other people in the group can take advantage of it if it's not the current main target.

Eg. A mesmer might notice that there's a caster that's being a real pain and decides to Blackout the caster; Callling the attack will let others know that the enemy can't do something for a bit, and is a good new target.

Finally, if nobody else seems to be stepping up, give it a try. Generally speaking, casters, then rangers then warrior types are the generic order in which to take out groups, unless a particular one is being a real pain.

I agree, it depends on the team. Sometimes a ranger will be switching targets to spread poison or interrupts around, likewise a mesmer or necro may be targetting multiple critters spreading hexes and degens, etc. A warrior is a good choice, but ultimately it may simply be the person in the group who is good at it that is the best choice.

Monk is probably the last choice. When playing my monk I normally only call if I am under attack and trying to get the rest of the team to help with it, or if nobody is calling and there is a priority target.

If you are the caller it helps to call all the time, other than when it either doesn't matter or you are down to the last target or two. That allows the monks, MM or those who have been targeting something else to focus in on what you are targetting.
